While I'm not familiar with the movie you're referring to, what you suggest
is used in Canada now - we have G, PG, 14A+, 18+ and R, but what the
Canadian censorship board allows tends to be much more broader and more
liberal than the American MPAA. "Uncensored" movies are also
regularly broadcast on standard cable channels and the open-air CTV channel
showed Sopranos episodes uncut and in their entirety.
 
Canada however has a "blacklist" of movies which are absolutely
banned from retail or broadcast. While I do not advocate censorship, I do
understand why they would choose to ban certain flicks, but some of their
selections are just plain bizarre - ie. a low-budget B-movie zombie flick
from 1979 whoes name I cannot remember is still banned yet is rated R by
the MPAA.
 
Its also interesting to note that in some cases, Canada absolutely refuses
to allow the airing of shows that reflect violence/hatred/abuse of
minorities or women, while such shows in the US are aired normally and
without public backlash that the Canadian authorities are afraid of.
