I suspect that the later versions of Windows don't show this because there
are lots of ways (at least in principle) that clients could be accessing
services on one computer, apart from standard network shares.

It's up to the admin to check if anything is in use. You can use Computer
Management, somewhere under Shares, Sessions. Or, at command prompt:

net session

With a fair bit of trouble you could use the resource kit shutdown utility
in a script to only shutdown if 'net session' showed nothing.
