It's not a development environment, it's a runtime environment (run on the
server rather than the client usually) For development, that's handled by
Visual Studio or something like it.
As for if it is like ASP, that I can't answer, I never programmed any of
that, but I'm sure the ideas are the same, just that ASP.NET uses the .NET
Framework. as the supporting runtime.
I've really just start doing .NET development, so forgive my lack of exactness...
