   It's a little of both - they needed to compete with Java, but decided to
create a higher level of programming abstraction.  C# is basically 'Java
V2.0' - Java with improvements.    Aside from being a very large library,
ADO going through a new level of abstraction for every major release, it is
a very productive development environment for a large class of
applications.
