But it would require the battery to be hooked up at both terminals before it 
would draw current.  As far as I know, he's not done that yet. And, who knows 
how long the car has been sitting, so we don't know if that cap has a charge. 
 If it has we don't know how long ago it was.
Hooking up the ground lead first could explain a residual current flowing 
from a charged cap though.
... Some do, some don't, some will and some won't!
