Sure it can, there's no restriction that a language has to compile down to
machine code, and in fact, it's not even all that desirable in this day and
age. For instance the AS/400 doesn't have any way to compile programs down
to machine code, just to an intermediate layer just like .NET. It's still
a working program even if it is intermediate code on top of a runtime
environment of some kind.
I wouldn't call C# an improved C btw, it's a different "idea"
that looks kind of like C.
