Perhaps the USA is following a stealthier agenda (as a counter to the 
EU?) of political union with Mexico & Canada. NAFTA has already set
up the "free trade" area between the three nations, & political union
would be a way of gaining control of the whole continent, making it
easier to defend against the rest of the world.
