Anyway,  the wcsmw.h protocol library is all you need. Its all there.
Every utility in WINSERVER is written with the WCSDK, including WCCONFIG.
All this is documented in the WCSDK manual.

The idea of a "Area Mover" is a very complex design and will require quite
an extensive engineering knowledge of the operations WINSERVER.  You just
don't Move areas, but you have to "re-adjust",
"re-organizes" securities
and all other references that deal with  conference numbers.
