I am having troubles with elebbs setting a limit of 20 files per day
only or 30-40MB per day per user  i have tried different things under
elconfig in the limits section but it seems to want them to upload
first always comes up saying a xxxxx:1 ratio problem for a downloader
so how can i get this to work.

1. 20 files allowed per day
2. no more than 40MB per day
