Still, You could bundle that in a *.cmd batch script and use something like
srvany and instsrv to put it up in a service.
*hum* can't remember that those two will let You use batch in services,
still, there are numerous services wrappers that can do it out there. That
could be the way for You to automate the procedure. Also, you could check
gpedit.msc for Login Scripts.
If You want to act {at} boot, You should create driver and use some of the
applications that can change SAM file directly :) Think that wrapping *.exe
in a, in example*.sys is not quite possible, but You could programm such a
behavior :)))
