In the new 4.30 release, there will be a requesting function
in the reader. If you have a message displayed which
contains one or more files, eg. a file announcement message and hit Ctrl-F,
a dialog box appears allowing you to select (tag) which file(s) you'd like
to F'Req. After selection, Msged writes a file request message to your
defined netmail area automatically. If you select multiple files, and the
total request is too long to fit on a subject line, Msged writes two (or
more) FR messages.

No, you haven't. 4.30 will allow you to save a message with no body if it
has the "Frq" attribute set but the auto-filerequest function is
far more elegant.
