.NET isn't restricted to Windows even now, but in theory it could be
extended to any platform, unlike machine code.

The big thing even if it were only Win32 is managed code.

Win32, why use .Net at all?  I mean why not just cut out the runtime layer
bloat and go straight to win32 programming??  At least with Java the
supposed ability to run on different platforms is what made the runtime
layer worth having at all right?
