Mark, Amy missed the fact that the first two cars were *stopped*. The point
however of 'legal distance' is clearly wrong in your post. Leagal distance
is always 'that distance sufficient to come to a full stop without hitting
the car in front of you' if they come to a sudden stop.
For it to be 7 ft, you'd have to be going no more than about 5MPH on dry
pavement. . This is why the person who re-ends another is almost always
at fault.
