Uploading C++ is not easy, it's as easy as uploading red, blue, cold, or some 
other abstract thing.
But if you ment a C++ compiler, you can download DJGPP from somewhere. It's 
not very easy to use, and doesn't have online helps, but anyway, you can't 
learn C++ just with a compiler, you have to get/steal/buy/borrow a good book.
