   That's OK.  Honestly, you can't easily answer a question like "what is X
designed for".  One reason is that the question is more why than what.
Another is that the motivation to create something does not tell you what
ultimately is created or how it evolves.  To answer the what for the .NET
Framework you can say that it is Microsoft's implementation of
international standards from ECMA and ISO.  Of course it is more than that
both because it is a superset and because that alone doesn't tell you when
or why you might choose this over alternatives.
