  We are fighting a Semanitics problem here. But Lets look at it this
Way. "In the Clear" digital transmissions are NOT encoded. They are
Digital and need NOT a decoder but a Digital reciever to pick them up.
PACKET is not really a Encoded Transmission but mearly Digital
transmissions. The same with the transponders transmitting the data
channels from airplanes.
