You would have to send one 1KB packet every 16 microseconds to take a 1Gbps network to 50% utilisation. No wonder the CPU was at 100%. The weird results for 1025 bytes are still a mystery, but somehow more understandable when you think about the incredible optimisations that must be going on to allow a usermode app to queue, and the OS to deliver, packets at that rate.
