Hello!  Well, I finally figured it out!!  Since no one was really able to 
ell
me just how to build one of these antennas, I got busy in the shop.
To start with you need some pvc pipe and some #12 gauge copper wire (solid)
Measure the wire into 2 pieces 78" long each.  Next strip off 1/2" of the 
insulation and bend into a circle(just the bare wire).  Now take the pvc and 
measure 24 1/2" from the end and drill a hole, also put one near the end that 
you started measuring from. Rotate the pipe 90 degrees and move down 3/8" and 
drill 2 more holes just  like before. Run the wires through on set of holes 
o
that it makes a loop.  At the bottom holes, attach the copper wire to the pvc 
with some sheet metal screws. Making sure that they don't touch each other.
Now do to other loop the same way.
Next you need to construst a 4:1 balun.  I used a 1/4 wavelength of 75 ohm 
coax to make mine.  You must know the veloctiy factor for the coax you are 
using.
Once this is done, attach the wires from the balun to the screws in the pvc 
and secure with tape or wire ties.  
There you have it!
How does it work??
Well, mine tunes from 139Mhz to 174mhz at 2:1 swr or less.  It might go even 
higher than that because my analyzer only goes to 174!! :-)
