Phil,

I'm pretty sure they will grow back...they should.  They grow back
after the bird has pulled them out-you just did by accident.  I don't
think there is any need to worry since he isn't bleeding.  That is a
good sign.
I have experience the same thing-accidently pulling a tail feather or
two out while trying to "catch" a bird.

As far as flying, I'm not sure he will fly the same until the feathers
come back.

I'm sure he will forget and forgive you for this.  You really seem
concerned. Try to treat him special for a while.
