This has been explained before, but I'll give you a few reasons: 1) on foot
patrol; 2) on bicycle patrol; 3) on a function quite some distance from his
car; 4) on a special assignment where multiple officers rode in the same car;
5) the police car has 200,000 miles on it and finally died of old age; 6)
there is a flat tire or some other disabling problem and no time to fix it
with the situation at hand; 7) etc., etc., etc.
