What the problem seems to be is that the course is 2 weeks before the largest
scouting event in Canada - CJ97. I guess most people that would normally
take the course just do not have enough time or enough time off work to take
the course so close to CJ. Oh well - I will see what the Region is
scheduling this fall as Province is now out of the training business and
Region is now taking it over.

Good idea but most of them were military and have been posted away.
