In the US there are usually both state and Federal laws, usually with
complexities or conditions affecting that which is not banned designed to
scare away most casual folks. I've seen one local illegal show across the
river where stuff as large as 4 or 6" mortars were used, supposedly as a
"mortgage is paid off" July 4th party theme. Just as in Oz, it's not
uncommon for laws to be ignored.
In my state even little firecrackers have been banned for decades, and they
shut down one major national circus on opening night because they didn't like
its tent. I can't think of any form of pyro which isn't restricted in one
way or another here, though many US states aren't as bad.
