One caveat in reference to Cuba is that those Cubans who make
it to land are allowed to stay.  Those Cubans apprehended at
sea are turned back to Cuba.

Hey, why not give those refugees free land in the interior of
Australia?  It would be a great way for Australia to develop that
land for residential use, as well as to develop farmland to grow
future crops.  In fact, the United Nations would probably be willing
to spend a small fortune helping those poor refugees get started.
As such, it would be a win-win situation for all Australians.  :)
