I didn't see him describe the setup, but if he was sending them out his NIC
but onto an existing network there may have been something going on with
that network that slowed him down.
For example if he picked an IP address to send the packets to, and that
address was not local, things may respond differently than if he picked a
local address with no machine on it or one that does have a machine.
