Thats what the ownership is for. If you do not have an MVSC the cars
ownership (title) is official changed and you get no plates. The MVSC is
acquired when you go to register the vehicle for road use (plates, and
registration sticker).
Thats the basics. They did make it more expensive a couple years ago. They
instituted a "Used Vehicle Information Package" for $20. Its mandatory.
This package shows all prior owners of the vehicle (which you could get for
$10 bucks previously by giving the VIN number to the MTO (DMV)) It also show
if there are any liens against the vehicle.(which was available free before
at the courthouse). Overall its not a bad package to require, but they
just gave it a name and upped the price when it became mandatory.
When you change vehicle ownership;
1)You (or the seller) purchase the UVIP for $20
2)You, or the seller acquire for whatever price the MVSC from most any
garage in existance. This certificate is a basic safety check and good for
thirty days. Usually costs $30. (garages purchase the MVSCs from the MTO)
3)Armed with a reciept for purchase price, a MVSC, insurance policy number,
goto the MTO (DMV).
4)You pay at the MTO, sales tax on the above purchase, or blue book value
of vehicle--whichever is greater **
5)You pay $66 registration
6)You pay a one time $10 for liscence plates ##
That I think is it. =) in any case, you're out a little over a hundred
bucks in "fees" by the time everything is done with.
** You can get around this if the vehicle is a "gift" between family members
## liscence plates get issued to the person, not the vehicle, so your
plate(s) stay with you for life. If you are replaceing a vehicle you have
plates already, hence no $10 fee.
If the vehicle is changing hands within immediate family you have the option
of retaining the vehicles existing plates.
Personal plates cost $110. Personal plates with an approoved emblem on the
left hand side $180.
