.NET adds facilities that make programming certain types of application =
easier and help to reduce the occurrence of certain types of bugs. =
However, this comes at a performance and memory usage cost. People =
complain about "bloat", and now you are asking why this wasn't
included = in the base operating system. Think about the state of computer
hardware = several years ago when the Windows APIs were originally
designed. Now = that HW capabilities have made the costs less important,
the facilities = can be added, which they are.

By "isn't needed" I think Rich meant that its use is optional.
You can = still program using the original APIs, and for some applications
that = may make more sense anyway.
