Then you apparently don't understand government.  The President (Clinton
or Dole) cannot, absolutely, completely and unequivocally _can_ _*NOT*_
usher in law.
Only Congress can do that.  And congress, even this republican majority
congress, has been quite willing to do so actually.  The Congress that
Dole led.  The Dole that has promised to _veto_ anti-gun laws.  The
Congress that will probably follow Dole into whatever anti-gun land he
choses to take them.
With Clinton, especially as he keeps digging himself in, we might have a
lame duck president because of his being so tied up in legal disputes
over the various things he keeps getting caught in.
