Sure you do.  Just kick and rip out some of the piping, smash the ends
with a rock.  Presto, instant pipe bomb.
Now I'll freely admit this is really stretching things, but we are
talking about the beloved government going nuts finding boogers
everywhere.  I know I've had brushes with them where they've come up
with similar sorts of things.  So I can see them deciding you might do
this, and considering all your household plumbing bomb making aparatus.
Not that I particularly understand the importance of banning bombs, or
even a law banning bomb making equipment and paraphanalia.
