Unless you know of an operating system that can load disk drivers before it
loads itself. Before the operating system can even be a factor, "something"
has to find the boot partition and the loader for the os in question. Even
then, the os has to get its own disk drivers loaded, before it has any
control.
Since the "something" in question is the system bios, it should be obvious
that the boot partition must be fully visible to bios and subject to all of
its limitations.
