This is a WAG, but maybe you could create a logon script that reads the
USERNAME environment variable and then uses the 'netsh' command to set IP
config info appropriately?

Hmmm...I'm not sure that 'netsh' works non-interactively.  Maybe a 3rd
party utility to set IP config info could be launched by the logon script?
