Or, possibly, you need to learn that not all isolated incidents add up
to being 'systemic' or 'institutional'.  If you hang out in an area
where people are only talking about one subject from one viewpoint, a
few isolated incidents can seem to be systemic since no coverage is
given to the other side.  When you can pull back and look at the
overall picture, you see them for what they are.
