It's been awhile, but I believe the problem is that "some things"
(MakeNL, for one) write a 3-digit year, with the year 200 coming out as
100. Exactly what happens depends upon whether the date is in SeaDog or
Fido format, but that's the gist of it. There are some illicit variations
in date format to be watched out for, as well.

The program I use, Y2KDate, was released with good documentation and source
code in C. I suggest, however, that you contact the author:
