Win95 uses a driver structure for every device: MS supplies the basic driver 
(in most cases, some video cards and some disk controllers being notable 
exceptions) and the vendor supplies a file which supplies additional 
information.  In the case of a modem, the driver defines what init strings 
result from the selection of various options.
