Gord Hannah gave you most of the relevant information but forgot to mention
that Quebec has public (or state) insurance for liability but not for
property damage. So there are four Canadian provinces which have some form
of state automobile insurance.
For what it's worth, all of the provinces had socialist governments in
power when these schemes were introduced but succeeding capitalist
governments have not dismantled the schemes. They continue to make
automobile insurance available to drivers who could not afford private
insurance and this is something that should not be overlooked.
