Why would he have had a car in the first place.  Maybe he was foot 
patrol and just witnessed a crime, and the criminal jumped into his 
car and drove away. 
 
All he would have to do is follow the vehicle, until he was able to 
get back up, and I, still, don't think he would ask you to race across 
town, just to follow someone.
