I think that's the whole answer, that some will work, and others just won't.
Depends on the route that's taken, mostly. Buffalo has a light rail system
that runs a couple of miles from University of Buffalo to downtown, and it's
always in the red. Just doesn't go where it's needed. The original idea was
good but, of course, some politician got involved who didn't have any idea
what was going on.
Same way here in Rochester. They've got another study going, costing another
(if I remember right) $50,000. Makes about the fifth one done in the last
decade. This latest proposal by the pol's involves running an east-west line
between two shopping malls, with a junction to a north south line that would
go to, amazingly enough, another shopping mall. Now, wouldn't it make more
sense to run from a suburb into the malls?
