Its just the difference between big "C" and little "c".
If the prime consumer of your product is another internal department,
they're still your customer and concerned about the same things external
paying customers are. Product quality, timeliness, responsivness to design
changes/requests, support, cost(when internal funds transfers are
involved), etc.
