Given some time every new version of IE has proved to be less secure than
every previous version. Who the hell is going to be "encouraged"
to upgrade their OS to run IE7?

Face it, if they added a bunch of new "must have" functionality
then it's going to be less secure and if they haven't then there is no
reason to upgrade.
