It can be done via macro.  Sorry, I don't have PGP here to play around
with, but I can suggest a macro that you can look at:
^f9         SaveFile
            Dos "PGP " CurrentFilename * Modify this line to call PGP
            Return Return
            EditFile CurrentFilename Return
            NewFile Return
