Not true.  I allow such discussions, and I don't believe I have used the
"take it to netmail" line even once.  Gary and (in some other echoes) Ross
have allowed fairly liberal discussions of rules and rulings in the echo
before they shut the threads down.  Other echoes allow none.  One classic
example was several years ago in Ceppa's echo.  He gave a "moderator
warning" where he quoted a long post from me and added only the line "cut
it out" as his warning.  I had no idea what he wanted cut out or what
aspect of my post violated what rule, so I made a simple three-word reply:
"cut what out?"  If memory serves me correctly, those three words got me
two weeks off for "arguing" with a moderator "ruling."
