I use the following general method to do this -

        SEND    HOLD    NOARC   NOCOMPS
          ... other "SEND HOLD" or "ROUTE HOLD" lines
as needed ...
        ROUTE   HOLD            UPLINK WORLD

(the names in upper case are DEFINES for a group of nodes) and it works
fine for me. The main point to note here here is that I use HOLD as the
Flavour to PROCESS all the mail.

The problem here (IMHO) is trying to process mail using the NORMAL Flavour,
it can (and does) produce strange results at times.

After creating the output files as HOLD, I then change the Flavour to
NORMAL or CRASH as appropriate. I have used this method since about 1992
and its worked great.
