     I had a similar problem in R.I. 
 It appeared that the police dept freq was on HBO.  Every time dispatch came 
 on faint signals from the P.D. came thru the TV. Cable knew nothing and said 
 they couldnt do anything about it. 
 
 Sad thing is that I wouldnt of even figured it out if I didnt have a scanner 
 
 BTW, freq is 156.150
