I don't know if this will help.  My guess would be no, but would be easy to
try.  There is a program called TameDos that can be used to help dos apps
under windows.  It can also be configured to help win3.1 apps.  Mostly this
program helps tame certain things relating to CPU usage, but it has so many
options it may actually help this problem.  You can try it for free.  I use
it for one dos app I run.  Having it help win3.1 apps isn't turned on by
default, you'll need to turn it on by editing a text file or moving a file
from one directory into the "active" directory of stuff. 
Something like that.
