Having confronted Dr. Peter, Michael Marek, International Man Of Mystery, 
exclaimed:

     It was also an Ian Fleming novel and an American telemovie in the 
1950's *before* Dr. No ever saw the light of day.
     However the movie "Casino Royale" is favourite of mine and I rate 
it just behind "Austin Powers" as my favourite Spy Spoof genera movie...
     It is also quite possible that the writers of "The Royale" were 
thinking of this movie when they wrote that episode.  What was the name 
of the casino in "The Questor Tapes"?
