Before I flashed my modem, I printed out the configuration as it was in 09, 
and reconfigured the modem (after flashing) so it was setup the same as 
before. Assuming %E1 isn't overridden by one of the S registers, I should 
have enabled it when I was setting it up.
I'll try it again this evening.
Assuming this is the problem, wouldn't it be more logical to have the modem 
refuse the rate negotiation.... not drop carrier?
... I hit the CTRL key but I'm still not in control!
