A tie-maintenance machine. Even if the ties were replaced, it's
still necessary to check and adjust after a year of use.

It's "joint with trains and maintenance OF WAY". That means
that the machine operator does not have exclusive authority to
occupy the railroad between the limits given, but that there will
be trains and "maintenance of way" (construction, etc) equipment
which will be sharing that segment. In short "Pay attention or
you might get an unexpected vistor".
