I have, with a version of ICQ I downloaded in May 1997.

I did have to install Win32s before it would come up.

I'm still using the same dialer I got with Netscape in June 1996.
I've updated browsers, IRC, etc. since, but not the dialer.

I doubt it would help, but you might try different dialers since
that's one difference between us. If you want to try my early
version of ICQ, I'll meet you on IRC some time and DCC it to you.
