There is a setting in the policies that does that, but it slows OE down by a LOT.
The easiest way to do what you want is to set the permissions on the
messenger exe's and dll files so that nobody can execute them -- Messenger
is effectively disabled and you can reenable it if you want. You probably
want to adjust the permissions before and after a SP though...
