If I had to guess I would speculate that there is a discrepancy =
between the per-machine and per-user proxy settings. My first guess =
would be that the per-machine setting is to use the proxy, that the =
related per-machine setting to use the per-machine proxy in preference = to
the per-user proxy is enabled, and that the per-user proxy is either = not
configured or is configured to auto-detect and the local network = does not
support auto-detect.

I haven't investigated yet, but a quick attempt at Windows Update here
did not work (XP SP2). Using netstat showed that the computer was
attempting to access some external IP (http), but the computer is
configured to use a proxy server and direct access is not available.
That is, the Windows Update should use the proxy, but it didn't.
