Create a shortcut for the shortcut folder and then use the appropriate
explorer.exe commands and switches and then give that shortcut a hotkey.
But that might cause a new window view of that same folder to open on each
invocation of the hotkey.  You could use comdow or macro express or another
of several hotkey/macro utilities to do this.  Comdow is free and is a
console app, macro express which I use is commercial software.  There are
many free ones that could handle what you want.  There is an open source
and free windows macro scripting program called autohotkey that looks
pretty interesting (not as user friendly of any interface as macro express,
but for a programmer that probably wouldn't matter).
